We are currently seeking an experienced and driven Pre-Construction Manager to join our team, leading all preconstruction activities from land acquisition through to construction-ready handover.

About the Role
As Pre-Construction Manager, you will serve as the central point of accountability for driving the preconstruction programme across all active projects. You will manage consultant teams, secure planning approvals and discharge of pre-construction planning conditions, and ensure that every project is fully de-risked, budgeted, programmed, and scheduled before breaking ground.
Key Responsibilities
Preconstruction Programme Management
Own and manage the preconstruction schedule from land viability through to start on site, maintaining a master tracker across all active projects.
Establish and enforce preconstruction procurement, programmes, and milestones, ensuring cross-departmental alignment between land, planning, design, commercial, and construction teams.
Identify critical path items and proactively resolve obstacles that could delay construction starts.
Maintain preconstruction budgets provided by the commercial team, including soft costs, consultant fees, planning fees, and all other associated pre-construction costs.
Prepare and present regular preconstruction status reports to senior leadership, inclusive of procurement schedules, programmes, and trackers.
Consultant Management & Procurement
In conjunction with the construction, design, and commercial teams, select all preconstruction consultants including civil engineers, geotechnical engineers, surveyors, architects, landscape architects, traffic engineers, environmental consultants, and utility companies.
Monitor procurement of all preconstruction appointments, kick-off meetings, design review sessions, coordination calls, and bi-weekly updates with all consultants.
Drive the project QS consultant to procure scopes of work, fee proposals, and contracts; ensure deliverables are on schedule and within budget.
Hold consultants accountable to project timelines and quality standards; escalate underperformance as needed.
Coordinate design iterations and ensure all consultant deliverables are aligned with project objectives and requirements.
Design Coordination
Coordinate civil, architectural, landscape, and utility designs to ensure compatibility and constructability, with value for money exercises carried out in the interest of the company.
Review plans and specifications for completeness, constructability, and value engineering opportunities.
Facilitate internal design review meetings with construction, land development, and sales and marketing teams.
Ensure design packages are complete and construction-ready prior to planning submission.
Utility & Infrastructure Coordination
Manage coordination with dry and wet utility providers (electric, gas, water, sewer, telecoms) through design and construction approvals.
Track utility design submittals, approvals, and connection agreements.
Coordinate with relevant agencies on off-site improvement agreements and any associated requirements.
Budget & Cost Management
Maintain detailed preconstruction cost budgets provided by the commercial team; track actuals versus budget monthly with the project QS.
Monitor all consultant information and ensure billing aligns with contract terms, project information, and progress.
Identify value engineering opportunities during preconstruction to reduce overall project costs.
What You’ll Need
Essential
5–10+ years of experience in land development, preconstruction, or civil project management.
Strong working knowledge of entitlement processes, land use regulations, and permitting within residential or mixed-use development.
Demonstrated experience managing multi-discipline consultant teams (civil, geotechnical, environmental, architectural, utility).
Proficiency in Microsoft Office Suite (Excel, Word, Project) and project management tools.
Excellent organisational, communication, and negotiation skills.
Ability to read and interpret civil plans, grading plans, and architectural drawings.
Desirable
Degree in Civil Engineering, Construction Management, Urban Planning, or a related field.
Familiarity with dry and wet utility coordination and joint trench processes.
Experience with scheduling software such as Microsoft Project or Primavera P6.
Established relationships with local municipalities, utility companies, and land development consultants.
